Having used complex software and involved with complex electronics, NOTHING surprises me anymore (even though I am mostly retired now). Make sure you save your Workspace first if you have Customized it as resetting will bring up the default Workspace. You should get a msg asking if you want to reset.

To do that hold down the Shift key when you click on the desktop icon to open PSP. No adjustment required to get the scroll bars back. The scroll bars are there when I enlarge an image beyond the size of the screen, and they are still there when I first go to the Home/Welcome screen and back to Edit.
